The social protection system in Lebanon is characterised by a fragmented contributory-based system and palliative ad hoc services provision focusing on targeting vulnerable populations. Mandatory social security schemes are tied to formal employment in a labour market setting structurally dominated by informal labour. In this context, existing service provision programmes and schemes have had a negligible impact on beneficiaries’ lives. An analysis of the Lebanese social protection system reveals intersecting patterns of exclusion from social protection linked to work status, class, gender, citizenship, resident status, ethnicity, and other social dimensions such as disability or age of individuals. As a result, the current social protection system(s) largely fail in ensuring protection to the populations residing in Lebanon, leaving behind most.

In the current context of compounded crises in the country, how can the social security and social protection agenda be advanced? 

During this roundtable, Dr. Michele Scala will present the Centre for Social Sciences Research & Action ongoing work on social protection in Lebanon, analysing the articulation of intersectional discriminations and privileges of the current social protection framework, and proposing ways forward for reform. Participants will be invited to discuss the findings and share their insights.
